People who can't afford to take care of their children don't receive benefits if they apply for them? (Genuinely confused.)

I suppose it's my fault for not covering all the bases. My intent was to encourage people to have straightforward conversations that lead to managed expectations before having sex so that no one is (or fewer people are) forced into a lifetime of unwanted parenthood and ideally create fewer unwanted, resented children.
